It may be hard to believe that it’s that time again, but here we are: NARSOL’s 2022 National Conference is now only three months away! The event, which will be held June 16-19 in Raleigh, North Carolina, promises to be bigger, better, and even more exciting than last year’s Houston event which was, by all accounts, an unqualified success! This year’s conference will feature six plenary speakers, 15 workshops, social events, the annual awards banquet, and a world-class venue – the Sheraton Imperial Hotel near Raleigh Durham Airport – at an affordable, special NARSOL group rate.
Our slate of plenary speakers includes:
Ira M. Ellman is a Distinguished Affiliated Scholar, Center for the Study of Law and Society, University of California, Berkeley, and affiliated faculty of the Berkeley Center for Child and Youth Policy. He serves on the editorial board of Psychology, Public Policy, and Law, a research journal published by the American Psychological Association. He was Chief Reporter for the American Law Institute’s major project, Principles of the Law of Family Dissolution, and more recently served on the Members’ Consultative Group for the Institute’s revision of the sexual assault provisions of the Model Penal Code. His 2015 article, “ ‘Frightening and High’: The Supreme Court’s Crucial Mistake About Sex Crime Statistics,” has been widely discussed in both legal publications and in key national media. He has also authored amicus briefs on behalf of social science experts in the field for the U.S Supreme Court and the state supreme courts of California, Pennsylvania, and Oregon.
Chrysanthi Leon is Deputy Dean of the Honors College, Associate Professor of Sociology & Criminal Justice, Women & Gender Studies, and Legal Studies, and founding member of the Center for the Study and Prevention of Gender-based Violence at the University of Delaware. She received her graduate degree from UC Berkeley. Leon is an interdisciplinary scholar in penology, law, and society whose research and teaching address sex crime and punishment, sex work, and the prison system; she teaches in a local women’s prison. She is the author of the book, Sex Fiends, Perverts and Pedophiles: Understanding Sex Crime Policy in America. Leon is also co-editor of Challenging Perspectives on Street-Based Sex Work.
Glenn E. Martin is the founder of Just Leadership USA and served as vice president of the Fortune Society, where he founded and led the David Rothenberg Center for Public Policy. He also served as the co-director of the National HIRE Network at the Legal Action Center, co-founded the Education from the Inside Out Coalition, and was a founding member of the Council on Criminal Justice. He’s also the founder and visionary behind the #CLOSErikers campaign in NYC. His leadership has been recognized with multiple honors, including the 2016 Robert F. Kennedy Human Rights Award, the 2017 Brooke Astor Award, and the 2014 Echoing Green Fellowship.
Kristan N. Russell is an Assistant Professor of Justice Studies in the College of Juvenile Justice and a research scientist in the Texas Juvenile Crime Prevention Center at Prairie View A&M University. She conducts research to help inform and improve sex offense policies. In 2020, she earned her Ph.D. Interdisciplinary Social Psychology from the University of Nevada, Reno. She has published 12 articles on topics such as parent-child communication about sex and consent, teacher sexual misconduct, juvenile sex offending, and the impact of sex offense policies on partners of those who are registered. Her research has been published in journals such as theJournal of Interpersonal Violence, Feminist Criminology, and qualitative Criminology.
Paul M. Dubbeling, a former U.S. Army Ranger and infantry officer, is an attorney in private practice and NARSOL’s general counsel. He served as a JAG attorney for six years, including two tours in Afghanistan. After leaving the army, Paul clerked for Judge Neil M. Gorsuch (now a Justice of the United States Supreme Court) before earning his MBA from Duke’s Fuqua School of Business and going into private practice. Since then, Paul successfully prosecuted Does v. Cooper, a federal lawsuit that struck down much of North Carolina’s previous premises restrictions and was lead counsel for NARSOL’s legal challenge to the NC registration laws, Does v. Stein.
Paul Shannon is an activist, writer, and speaker in various peace, union, prison reform, human rights, and social justice movements. In the late 90s, he helped organize a broad coalition to oppose the original sex offender registry and lifetime civil commitment legislation in Massachusetts. In 2007 he was a founder of the original Reform Sex Offender Laws (RSOL). Paul is past chairman and a current member of the NARSOL Board of Directors and has been actively involved over the past two years in organizing the Sex Offender Policy Reform Initiative (SOPRI) in the greater Boston area.

The site of this year’s conference, the Sheraton Imperial Raleigh-Durham Hotel, is just a five-minute shuttle ride from the Raleigh-Durham International Airport (RDU). Attendees are highly encouraged to book their rooms early by using the special link which can be found at https://conference.narsol.org. The special low group rate that has been negotiated for NARSOL conference attendees will only be good until the end of April and, due to recent economic volatility and rapidly increasing economic pressures, will almost certainly rise sharply when they expire, so it is important to book now! (Important tip: When booking your hotel room by following the NARSOL link, be sure to re-specify the calendar dates for your stay; otherwise, the Sheraton website may not automatically apply the NARSOL discount.
